For members, the "Submit an Article" area gives a 403 error.

Not sure if you want that button to appear or not or if my access levels aren't set right.

The real answer is that this site needs a complete rebuild now that we're on 1.5.3 - band aids aren't holding it together any more. It was started on Joomla 1.5 RC1 and has never been rebuilt since! I am trying to find the time...
