i'm in 'Article' and wondering if i can layer a background in , say a picture frame and drop a video on top of it ??
i want the video to look like its in the picture frame

yes, if you know how to create a <div> with a background image, you can:
sthg like <div class="myframe">{videolink}</div>

You'll also need to to create the CSS for the class in the template files too.
