I have just attempted to install jSecure plugin on my one Joomla 1.5 site but got the following message
Warning: move_uploaded_file() [function.move-uploaded-file]: open_basedir restriction in effect. File(/tmp/php_upload/phpXdLanL) is not within the allowed path(s) in /home/fo/fol/followthemoney.com.au/public/www/libraries/joomla/filesystem/file.php on line 343

Is there any way that I can get around this. I have spoken to the hosting people they won't change the open_basedir setting.
I had the same issue on this host when I was using a PHP library call PHPExcel to export data to a formated Excel spreadsheet. I had to the library authors change how they did things
