I need some quotes on how much would it cost to build a joomla ready website.
I will have all the PSD and design files...

I am not sure how this works, I understand that you have to do the slicing the CSS and the necessary modules for the design to be Joomla ready.

Please let me know any suggestions and help would be much appreciated.

because once you've got a valid HTML template, it's not too much work to joomlify it. Provided you understand the any amount of content can be put in to your page, so some fixed layouts will not work in Joomla.
