I am a web designer (I'm a straight HTML / CSS code monkey!) but the scope / programming needed for this project is way beyond my capabilities.

What I'm hoping for is:

In short,
Will have job listings
o Listing directory on homepage with categories
o Jobs expire after 28 days (automatically come off site)
o Users must create FREE account to apply (and interact with site)
� Applications tracked in account (that expire at the same time as the job (28 days)
� Can save �favourite� jobs
o Advertisers must have PAID account to post jobs
� Current jobs tracked in account
� List of expired jobs in account
� Must credit account with funds to post jobs � cannot post if there are no funds in account.
� Payment via paypal, bank transfer and cheque / money order.

Will have an integrated blog
o Can be commented on by users with accounts (same account as for jobs)
o Only administrator can start threads.

Will (ideally) include a section on homepage with �Latest News�
o Either RSS Feed from another site or list of latest articles posted by admin

Advertising module on right hand side with ability to hide on some pages (not all)
o Ability to have both image ads and text ads
o Potential to include a Google Adwords module

I’d also like to include Google Analytics and an AddThis.com widget to most content.

I have the template I'd like to use, but it needs tweaking - a couple of new module positions on the homepage and the like, plus the installation and customisation of various components.

I don’t have a huge start up budget for this project - I’m almost 100% confident that I can get investors though, but I’d need something to show them. I would definitely be looking for a long term partner to help me with this.

Do you have a business and brand strategy ?

It sounds interesting but I would crunch the numbers and demographics first.

I'm in the final stages of this (www.albanyjobs.com.au), just sorting out the final bugs.
Its a custom Joomla extension native to Joomla! 1.5 and will be avaible as an extension in a month or so.

It currently matches 60+% of what you were looking for and the completed project would be closer to 90%. I think you'll find that for the Job postings it will be very close and could easily be configured to get you the rest of the way.
